Foreign Affairs and Overseas Chinese Affairs Office of Harbin Municipal People's Government

Major Duties & Responsibilities:
The Foreign (Overseas Chinese) Affairs Office of Harbin Municipal People's Government is a city government organ in charge of the foreign and overseas Chinese affairs, and also an executive department of foreign related affairs of the CPC Harbin Municipal Committee. Its main responsibilities are as follows:

1. To implement and carry out policies and regulations concerning the foreign and overseas Chinese affairs; to study and formulate working schemes and plans for foreign and overseas Chinese affairs; to urge and supervise the implementation of policies and regulations on foreign affairs and to deal with the political-related foreign affairs in Harbin.
2. To coordinate with all counties (cities), districts and departments under the jurisdiction of Harbin to make plans, researches and request reports on foreign affairs, overseas Chinese affairs and foreign-related activities and deal with the key foreign affairs; to assist certain departments under the national or provincial jurisdiction in doing everything well in foreign affairs and overseas Chinese affairs; to be attentive to the activities organized in Harbin by aliens, overseas Chinese and the Chinese with foreign nationalities, and help deal with relevant affairs.

3. To be responsible for organizing reception and arrangement of state guests, guests of political parties, other important foreign guests, and foreign embassy and consulate officials in China as well as the overseas reporters who are on official visit to Harbin; to be responsible for reception of overseas Chinese, compatriots from Hong Kong and Macau and Chinese with foreign nationalities; to prepare entirely for foreign-related official activities to be attended by leaders of municipal levels, and direct the city’s foreign etiquette work.

4. To be responsible for examination and approval of delegation or individual’s official-duty visit to foreign countries; to be responsible for examination and approval of alien visit to Harbin; to be responsible for such consular affairs as issuance of passports and visas to applicants on official duty to other countries, invitation letters (telegraphs) to aliens to visit Harbin as well as notarization, authentication and management of alien residents and so on; to assist and urge relevant departments to hold trainings of policy and principle for delegations or individuals to go abroad on official duty; to track the activities undertaken by delegations or individuals sent by the government on official duty abroad and be aware of the visit results; to be responsible for management and foreign-related work on foreign experts, international students and students on internship in Harbin; to assist relevant departments to introduce technologies, talents and funds.
5. To organize friendly and cooperative activities with the city’s sister cities and grassroots institutions; to carry out non-governmental visits to foreign countries.

6. To be responsible for publicity of foreign affairs and overseas Chinese affairs; to collaborate with relevant departments to examine and approve the publicity materials and external statements on foreign affairs; to organize and coordinate exploration, adjustment and construction of units for visit purpose for foreign guests.

7. To be responsible for examination and approval of donations to foreign countries and regions; to be responsible for settlement of the returned overseas Chinese, and help those returned overseas Chinese and their families with financial difficulties; to assist Hong Kong and Macau Affairs Office of the State Council to handle the affairs concerning the family members and relatives of Hong Kong and Macau compatriots living in Harbin; to urge and supervise supplies mailed to the overseas Chinese, to coordinate and assist relevant departments with human resource arrangement work for the returned overseas Chinese and the representative figures of the overseas Chinese families.

8. To direct all counties (cities), districts as well as the departments and units under direct jurisdiction of Harbin to conduct foreign (overseas Chinese) affairs, summaries and exchanges of working experience; to be responsible for fostering and educating leaders in Harbin in charge of foreign (overseas Chinese) affairs.

9. To cooperate with relevant departments to supervise and check the implementation of foreign disciplines and security systems, and help deal with crucial cases of breaching principles and rules of confidentiality on foreign affairs and overseas Chinese affairs.

10. To undertake other work assigned by Harbin Municipal People's Government.
